Miles-McClellan Inclusion Policy:
Miles-McClellan as Honda's General Contractor wholeheartedly embraces Honda's Supplier Diversity Initiative. The inclusion of MBE's in a "fair share" participation of the construction projects under the management of Miles-McClellan is an ongoing corporate policy. It is based on concern for the development of MBE's to enable them to competively participate in the construction industry mainstream.
Prime contractors bidding on the work are expected to make a
results-oriented effort to utilize minority subcontractors. There are no specific stated percentage of contract goals. However, prime contractors are to make a results-oriented effort to maximize the utilization of minority contractors and suppliers. This effort will be used to assist Honda and Miles-McClellan in determining the most responsive bidder.
The bidder's offer of MBE participation should express the percentage of MBE participation during the term of the contract. Within 48 hours of bid opening, each bidder shall forward to Miles-McClellan a list of proposed MBE contractors and suppliers to be utilized on the project, their proposed scope of work and the dollar amount of the MBE's proposed contract.
If the bidder is successful and is awarded the contract for a bid
package, the bidders MBE utilization plan shall become a contract requirement. Should the contractor fail to meet its original commitments for MBE utilization the amount of the contract not met will be withheld from the contractor's final payment as a penalty for not meeting its stated goals.
Miles-McClellan will monitor the contractor's MBE involvement efforts during review of their contracts. Such review will include monthly statements that detail what portion of the monthly draw goes to MBE's.
Any proposed changes in the utilization of pre-selected MBE's must be brought to the attention of Miles-McClellan for approval before such change is executed.
